BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
As an outcome of the Cost Excellence review carried out jointly by Innovation and Change Management (INC) Division and Administrative Services Branch (RMMA) in 2016, projects to transform (1) Travel, (2) Accommodation and (3) Asset and Light Vehicle (LV) Fleet management have been approved.
Regarding the latter (Asset and LV Fleet management), it aims at implementing the following changes through the following seven work streams:
- Revise governance policies on the management of assets and light vehicles
- Develop and implement asset life cycle management
- Right size the light vehicle fleet and other assets
- Strengthen light vehicle fleet management at Global, Regional and Country Office level
- Optimise WFP Global Vehicle Leasing Programme (GVLP) model to deliver improved services at lowest cost
- Optimise systems and processes to support asset and light vehicle fleet management
- Develop a sustainable cost recovery model to finance asset and light vehicle fleet management activities (post project)
All these 3 projects and their respective work streams will imply processes-, policies- and systems- changes for various stakeholders groups which needs to be informed about and trained on. The training Specialist will work in close collaboration with the Communication Officer under the overall supervision of the Change Manager.
Considering the magnitude of the 3 projects but taking into account the need for an integrated and consistent approach, the Training Specialist will conduct some activities for all the 3 projects while for the rest, s/he will primarily focus on the Asset and Light Vehicle (LV) Fleet management Cost Excellence project.
The incumbent will be responsible for the conceptualization of the training strategy and ensure to have an integrated training plan across the 3 projects supporting the projects teams to achieve their strategic goals.
For Asset and Light Vehicle (LV) Fleet management Cost Excellence project, the incumbent will then ensure all the necessary training material (from the conceptual ones to the very specific user guides) are created. S/he will also be requested to create some conceptual training material. S/he will also coordinate the execution of the training in various locations and will ensure consistent use of the most updated version of the material. The incumbent will also be responsible to objectively evaluate the training sessions and the overall strategy.
This position is based in Rome, reports to RMMA Cost Excellence projects Change Manager and ultimately to the Chief of Administration Branch.
ACCOUNTABILITIES/RESPONSIBILITIES:
Specifically, the consultant will have the following responsibilities:
Transversal responsibilities for the 3 cost excellence Projects:
- Conduct an integrated Learning Needs Analysis;
- Provide guidelines / template in the creation of the training strategy and training plan;
- Write an integrated training strategy;
- Workshop with the other streams to have an integrated training plan that makes sense and is cost effective (e.g. joint classroom training sessions if same audiences, etc.);
- Define a long-term knowledge management and training material maintenance strategy;
Focusing on Asset and Light Vehicle (LV) Fleet management Cost Excellence project:
- Design detailed training plan;
- Coordination and/or creation of training material (e.g. creation of eLearning, management of the eLearning vendor, creation of PowerPoint to support classroom training and coordination of the creation of system user-guides);
- Ensure that proper Learning Journeys are created in the LMS – act as focal point with Capability Development team;
- Coordinate the execution of the training (e.g. ensure that instructions to take eLearning are sent, coordinate with CO the organization of possible classroom training, provide trainer and trainees with training package, manage systems training environment and credentials, etc.);
- Conduct an objective evaluation of the training session and overall strategy. Conduct lessons learned exercise;
- Any other relevant duties as assigned.
Requirements:
- Experience in similar training management role;
- Excellent oral, written, editing and presentation skills;
- Communicates sensitively, effectively and creatively across different stakeholder groups;
- Interacts effectively with all levels of the organization, including senior management;
- Proven ability to work effectively both independently and in a team based environment. Contribute to the creation of an information-sharing environment, collaborate and cooperate with all team members even when located remotely;

- RMMA Cost Excellence integrated training strategy.
- RMMA Cost Excellence integrated training plan.
- Asset Management and LV fleet management training material as defined in the training strategy and plan.
- System training environment plan.
- Knowledge maintenance strategy and training material maintenance plan.
- Asset Management and LV fleet management training evaluation report.
- Structured repositories constantly updated with latest training material and project documents.
The appointed Consultant will be responsible and report to RMMA Cost Excellence projects Change Manager and ultimately the Chief, RMMA and will also work closely with the Asset & Light Vehicle Cost Excellence Project Manager and Project Team.
