DESCRIPTION
Oxfam Italia is an independent NGO established in Italy (Arezzo) at the beginning of the ‘70s and now working in several countries. Oxfam Italia was born from the experience of UCODEP, an Italian NGO committed for over 30 years in the struggle against poverty and injustice. Oxfam Italia is the Italian member within the Oxfam Confederation, the fourth international coalition in the world, specialized in humanitarian aid and development programmes.

MAIN RESPONSIBILITIES
Within the Development Cooperation and Humanitarian Aid Department, the Humanitarian Aid Office is searching a Humanitarian Desk Officer. His/her responsibilities will be about supporting and supervising, in coordination with the Geographical Offices at the HQ, the humanitarian staff in countries where Oxfam Italia is engaged, and about coordinating with the network of the relevant humanitarian staff of the Confederation base in Affiliate’s HQ of in the Secretariat.
Specific focus (not exclusively) will be on the Middle East, Mediterranean and Horn of Africa regions. Under the line management of the Humanitarian Head of Office, his/her main responsibility will be to contribute to the management and enhancement of humanitarian aid program and projects ensuring quality, effectiveness and timeliness of the responses.
This will mean in particular:
- Supporting the Geographical Offices and the Countries in order to ensure the application of quality standards in the implementation and management of the humanitarian programs activities within all the phases of the joint Oxfam humanitarian responses in (first emergency, rehabilitation and recovery).
- Supporting the Geographical Offices and Countries in the development of the strategic humanitarian planning (i.e. Contingency Plans, Preparedness Plans, Emergency Response Plans, Early Rehabilitation and Recovery Plans, etc.).
- Ensuring the monitoring and follow-up to emergency and recovery interventions in which Oxfam Italia is involved in (including monitoring/evaluation missions in countries).
- Ensuring technical support to in-country staff whenever requested, in coordination with the Geographical Offices.
- Supporting the Geographical Offices in the investment and development of the organization in new countries where Oxfam Italia is not present yet.
- Being available for rapid deployment in countries where there is lack of humanitarian personnel, if needed by the circumstances.
- Ensuring information sharing with other Oxfam affiliates contributing to the joint responses.
- Ensuring the accountability of Oxfam Italia against the Oxfam humanitarian standards and in coordination with other Oxfam Affiliates.
- Coordinating with the Oxfam humanitarian personnel involved in the responses, in particular at the Regional and Global level.
- Cooperating with the other Oxfam affiliates to ensure the activation of thematic expertise for the support of the Oxfam responses, with particular reference to the Protection sector.
- Supporting the Geographical Offices and the Countries in the elaboration of concept notes and/or project proposals to be submitted to institutional and private donors, ensuring they are developed coherently with Oxfam Italia procedures and priorities.
- Supporting the Geographical Offices to develop humanitarian strategy interventions and programming in countries where Oxfam Italia is not present (including reporting to back donors and liaising with the other Oxfam affiliates present in the Country).
- Attending and representing Oxfam Italia in the coordination humanitarian fora in Italy.
- Representing Oxfam Italia in the Oxfam Echo Centre of Expertise
- Ensuring assistance to the Oxfam Italia Public Engagement Department by providing inputs for the appeals launched in Italy.
- Taking on the role of spokesperson during emergencies if requested by circumstances.
- Supporting the Human Resources Office and the Geographical Offices/Countries in the recruitment and training of humanitarian personnel.
- Contributing to the elaboration of procedures and tools to improve the Oxfam response, including assistance to refugees and asylum seekers in Italy.REQUIREMENTS
- Advanced university degree or equivalent working experience.
- Previous working experiences in Humanitarian Aid projects in the field (at least 5 years).
Previous experience of work at Head Quarters is an asset.
- Previous experience of work in developing countries
- Previous experience of working with local NGOs as partners.
- Knowledge of the humanitarian project cycle management
- Knowledge of the main humanitarian donors, with particular reference to DG ECHO and UN ways of working.
- Excellent written and spoken Italian, English and French.
- Desirable knowledge and background in the Protection sector
- Desirable knowledge and background of the Middle East, Mediterranean and Horn of Africa Regions
- Strong computer literacy with a full knowledge of MS Office.
- Creative competency to set up new strategies, new projects, new tools.
- Culturally sensitive and able to understand and work in a very complex contexts.

- Good team player with strong initiative.
- Good inter-personal and communication skills.
- Ability to adapt and work in difficult situations.
- Preferably public speaking skills
